21.7 Legacy Series / OpenVPN Issue Unable to contact daemon Service not running?

Hi All.
i need some guidance on an issue i am having with OpenVPN Server.
As the title states, upon creation of the OpenVPN Server, Status states Unable to Contact Daemon, Service Not Running?
Here is the log file where Interfaces seems busy doing something else ?!
2021-12-01T05:41:23 openvpn[71991] Exiting due to fatal error
2021-12-01T05:41:23 openvpn[71991] Cannot open TUN/TAP dev /dev/tun2: Device busy (errno=16)
2021-12-01T05:41:23 openvpn[71991] NOTE: the current --script-security setting may allow this configuration to call user-defined scripts
2021-12-01T05:41:23 openvpn[30558] library versions: OpenSSL 1.1.1l 24 Aug 2021, LZO 2.10
2021-12-01T05:41:23 openvpn[30558] OpenVPN 2.5.4 amd64-portbld-freebsd12.1 [SSL (OpenSSL)] [LZO] [LZ4] [MH/RECVDA] [AEAD] built on Nov 24 2021
Any Insight would be helpful.
