21.7 Legacy Series / [21.7.3] CPU usage went up with upgrade (downgraded to resolve it)

Hello!
The upgrade from 21.7.2 to 21.7.3 has resulted in CPU utilization jumping from 3 to 40 percent (see the attached screenshot). The CPU went back to low with the downgrade. No other changes were introduced. Any thoughts?
