Do I want to know if I can limit the amount of widgets that can be used via the NIC inside of a requirement?

I have a chance to get a NIC on one port, including the top 4 NIC ports. I use a local NIC for a WAN as well as a 100 Mbps inbound connection. I want to share the following connections to 25 megabytes Per port
Is it possible?
