Thank you for the prompt reply!  I was struggled to search for anything meaningful.  I think it is asymmetrical routing.  While I am not sure what that is exactly, changing the state type to none fixed the issue.  I found the information on this forum:

What would cause the below issue?  Ports on the firewall are set to '*'.

18.1 Legacy Series / [18.1.11] Failover WAN broken

Upon updating to 18.1.11, my failover WAN stopped working.  OPNsense was now routing all traffic via the second tier network, not the primary network even though the primary network was up.  Anyone else experiencing anything similar?

I was able to get this to work by setting up Client Specific Overrides.  I defined Tunnel network, Local network and Remote network.  I also had to allow all traffic on OpenVPN firewall.

I am having the same issue.  I have set up a VPN server in OPNsense, established a VPN client connection and cannot route traffic from LAN to VPN client LAN.  Did you ever get this to work?
