General Discussion / Remote Access Control List Not Being Blocked

We are setting up OPNsense and have followed the instructions from the documentation on how to download and apply Access Control Lists.  After downloading Lists we are still able to get to sites that are in the selected categories to block.  The only way that we were able to get them to block was to put a single website in the file.  Any help would be greatly appreciated.
