24.7, 24.10 Legacy Series / bandwidth performance

I have an up to date opnsense router with two ISP.  WAN 1 is 1Gb fiber and WAN 2 is starlink.  When I do a speedtest with only fiber connected I get a less than 100Mb.  When I do it with starlink I get 300Mb.  I have switched the ports (both are dhcp) with the same results.  If I connect the fiber to the computer directly is close to 1Gb speed.  I have switched the cables with the same results.

I have a second opnsense at another location also with two WAN (another fiber ISP and cable) and it works perfect.  the routers are the same cpu and same 2.5Gb ethernet ports.

Any Ideas what could be wrong

For $215 dollars you can buy a 1U Intel 6 port Gigabit Ethernet with Atom dual core 1.8 with CF disk.  Well built and ready to run.  They have other models with faster CPU etc.

I have tried rules, outbound etc and set it on top and still have port 25 issues that emails goes out thru the second WAN.  My old router (a Peplink) had the outbound setup and worked perfect.

I have two WAN.  WAN1 is fixed IP and the domain is registered to that IP.  It is the default gateway.  I need to route port 25 outbound to WAN1.  Some emails are using the WAN2 for outbound and are being rejected
