routing before firewall

Hello , is it possible to apply routing on lan interface whitout pass in firewall rule  ?
I have activated Bypass firewall rules for traffic on the same interface in FIREWALL - SETTINGS - ADVANCED but I still have problem on routing to other router device on the same lan.

No. If a firewall is between the source and destination of traffic, it will subject this traffic to the security policy. The policy can pass the traffic, but this needs to be defined in its ruleset.
