Is there any timeline for when Suricata will be updated to 3.1?

3.0.2 will be in 16.1.19 most likely.

3.1 will be in 16.7 beginning with RC1 on Monday.

On amd64, you can upgrade to Suricata 3.1 from the command line:

# pkg add -f https://pkg.opnsense.org/snapshots/hyperscan-4.2.0.txz
# pkg add -f https://pkg.opnsense.org/snapshots/libhtp-0.5.20.txz
# pkg add -f https://pkg.opnsense.org/snapshots/suricata-3.1.txz
