Ok, this is a lot simpler then: you haven't installed OPNsense yet. You are stuck in a live installer loop.

It depends on what vm/hardware you have there. If you already have a 17.1.4 dvd inserted into hardware, it is easier to install and upgrade instead. If it's a vm, you can mount the new dvd iso in the vm settings and boot off it.
