cleaned everything related to zenarmor, package and ini. still lost in the single boot shell.

which lead me to this one:
"There seems to be a race with unpacking files and including them below. So an explicit exec() is used to force a sync to make sure the files have their new content ready on the FS."

unfortuantly it seems this workaround does not apply to OPNsense\Core\Backend

I would bet my money on an unstable disk.  Why would so many random things occur to you that relate to data loss?

But not on a clean boot where files were already established.  Besides, this comment/workaround was introduced a decade ago:
