According to the Release notes the old legacy rules are now a Plugin for support.
But what is this?

If i click the NEW Rules in the menu, i see the old one but under plugins its not installed.

I fully migrate the legacy Rules to the newer ones, cutting off some old ones to have a cleaner ruleset.
Everything works so far, i tested it before in a Virtual Machine. Everything was as expected.

Have you Guys any idea what the reason behind this is?

What do you mean by "I see the old one"?

The fact that you still see the Migration assistant suggests that you have not completed all of the steps, I think - you probably haven't deleted the legacy rules?

no i deleted the old rules. but i see that the outbound nat rules arent migrated. could this be the reason why the old menu entry is there for a second?
take a closer look in the video, by clicking the NEW Rules entry, for a sec or so the old ones are visible.

Ahh, that's just a little UI glitch. There was a patch for it a couple of weeks back, but it must not have made it into a release yet.
