According to the warning given:
•Legacy VPN Servers for L2TP, PPPoE, and PPTP moved to plugins and need to be installed in order to still make use of them. Your configurations will persist, but may have to be adapted to adhere to the requirements of the MPD5 server daemon. The most important change is that your listening address needs to be a known address, preferably using a Virtual IP from the firewall settings.
yet we cant find a clear help or instructions to make things work again, both pptp and pppoe server will not work.
lets assume the following:
Lan: 192.168.1.1/24
wan: 88.xx.xx.2/31
my pptp vpn was working on the wan interface and ip 192.168.50.100 . with firewall rule allowing all.
how do I setup virtualip here???
do I need to add ip alias 192.168.50.100
as virtual ip??
if I try to add 192.168.50.100 as alias I get The following input errors were detected:
This IP address is being used by another interface or VIP.
I still dont seem to get the idea here. can someone help

It means your PPPoE server is still running. Try disabling it before adding the VIP, worst case, change its IP address to a bogus IP to get it done.
192.168.50.100 alias in a 192.168.1.1/24 network is a bit strange because it does not fit your LAN... This was a really annoying thing with MPD4 as it allowed an IP virtually anywhere.

ok so just to get this right.
the sequence would be:
1. add virtualip (type is alias) 192.168.1.200 (lets say) and it must be within the lan subnet.
2. enable pppoe server on ip: 192.168.1.200 (pppoe server ip) then add clients range like 192.168.1.230 - 192.168.1.250 lets say
3. add firewall rule on pppoe interface.
is this correct?

Yes, making sure you are all up-to-date, there were some early issues with 16.7.x.
Next step in troubleshooting if still not working is to inspect the PPPoE log file and see wether PPPoE is started or not (can see that from Services: Diagnostics I think).

I went again and made a test on PPPOE server but that didnt work, I shall reset the whole system and re-do again to see if this works as per steps given.

I have done reset and tried the following steps:
Lan ip: 192.168.1.0/24
wan ip: dhcp
opt1: 192.168.2.0/24
then went on and installed pppoe server.
after install I rebooted and made a virtual ip of: 192.168.2.250/32 (alias type) to make pppoe server listen on opt1 iface.
then went to enable pppoe server and made listening ip on opt1 iface and ip: 192.168.2.250
and made a range of 3 ips to assign : 192.168.250.251 - 253
then enabled traffic to pass on pppoe interface on firewall
went to my modem and fired and pppoe client to obtain an ip yes I couldnt see any reply from the pppoe server.
Am I missing any point?

would someone pls help here, I have run tcmpdump and I can see the request coming to the opnsense yet no reply is given.
am I missing any step?
do I need to do natting?
pls if netting is needed for pppoe to work pls give example
Im about to conclude that PPPOE is having bugs on 16.7
