Updating DNSCrypt-Proxy's DNSBL Rules

just noticed a setting within cron's dropdown for "Download DNSCrypt-Proxy DNSBL and restart".  that indicates that these blocklists dont update unless the service is restarted.  is that entirely accurate to say?
