locked out of appliance?

Having two separate issues - existing setup pulls internal IP for gateway then drops off, doesn't pull wan IP.
Bought a 2750 and at default fresh factory settings, it pulls wan IP from modem just fine. Restored backup from old box and now console freezes and I can't access via ports since assignments are wrong.
How can I gain access back to do factory reset with new box? Console allows me to get to a first menu where I can boot in safe mode, verbose, etc - however none of those change the behavior.

I suppose, since I can still access BIOS, that I can just reinstall the OS from USB.

A fresh install is the way to perform a factory reset.

Do you mean you had "Settings->Administration->Secure Shell->Listen Interfaces" set to e.g. ix0 for LAN and now the new hardware has e.g. igb0 for the LAN interface?
In this case couldn't you just edit the backup file and change this setting to any again? Assumed that the file wasn't encrypted with a password.
