As I can see it, the problem is not solved. Changing the instalation media (from USB to external DVD) is not the solutions for most of the users including myself.
The problem is pretty frustating and a total bummer for first-time users of OPNsense.
Please reopen the bug and clear the "SOLVED" from the title.

Alright, I've tagged [WORKAROUND] instead.
We offer FreeBSD 10.3 with all of its ups and downs. Filing bug reports can be done here:
https://bugs.freebsd.org/bugzilla/
This is unlikely going to be solved for 16.7, because I simply do not see how. It's not our battle to fight.

OK, after much fiddling, I was able to burn a DVD, install the HDD I needed into a Laptop, then get past the Error 19. The disk has been installed with the base image, now I will move the HDD to the target system for the first boot and configuration.
Workaround has been confirmed.
