Firewall blocking LAN & WAN not obtaining dynamic IP - Fresh install 23.1

LAN (igc0) -> v4: 192.168.1.1/24
WAN (igc1) -> v4/DHCP: 0.0.0.0/8

firewall rule 61 blocking connection from LAN device Windows 11 computer.

How can I resolve this with only CLI access?

In a shell type pfctl -d. This will disable the firewall features and give you access to the gui.
Keep in mind, this disables the firewall on all interfaces including the wan so you may want to disconnect the wan, but you don't even have a wan connection so up to you.
pfctl -e or make a change in gui firewall rules to enable firewall.

Maybe I'm still doing something wrong or missed something?

Even after entering that command and attempting to load the web gui, still not getting it from LAN Windows 11 computer. Ran Firewall log again.
