[Captive] Whitelist URL

I have setup a Guest captive portal protected VLAN. It works.

I need a URL to be whitelisted, it has to be reachable without authenticating on the captive portal (a website that contains instruction to get access)

How can I do it ?

Why not add the instructions to the captive portal page, aka make a template and add it there, so it comes up when they try to auth.

I want do Whitelist my pages without authentication.
I've tried it on Services: Web Proxy: Administration Accsess Control List in Whitelist with ordinary page.de and with ^https?:\/\/([A-z]|[0-9]+)\.page\.
