vTI IPSEC interface no longer listed under Gateway creation

Routed IPSEC site-to-site w/vTI no longer able to create in GUI. All steps in https://docs.opnsense.org/manual/how-tos/ipsec-s2s-route.html work except for the last step (Step5) cannot select IPSEC as a interface under Gateway creation...

Must change Phase2 from Tunneled to Route-based for the vTI to be created.

I have same problem.

My IPSEC tunnel is defined as "Route-based" but the interface is not created, nor I can list anything under Gateway creation.

Fresh installation

any idea?
