Firewall: Shaper - working when destination set to any but not on single IP

Hello :)

I have a small problem, I am trying to set up bandwidth limiting on single IP's as I don't want to limit the entire interface but I can't get it to work.

When I set destination to any it limit my speed to 190-200Mbit/s but if I enter 192.168.1.3 which is the computer I am testing from it not working and I get +900Mbit/s.

Am I doing something wrong?

Restarted OPNsense seem to have fixed it :)
