How Do I setup the TOR plugin?

So I want to use the tor plugin but i'm not sure how it works, like How do I connect to it do I set my windows proxy settings to 192.168.1.1 or what? I have the module enabled and tried following the guide but I am like really confused on how to properly set it up.
