19.1.1 require a restart (reboot)?

The update patch notes don't indicate a restart --- is that what I should look for?  Will the notes always indicate if a restart is required for an update?

I still don't have a complete answer for these small updates.

But that said, 19.1.1 did NOT require a restart, (and the patch notes did not indicate it either).

If a reboot is needed the notes will say so.
Also, when applying it will mention that a reboot is needed, and you can always cancel then.

We mostly refrain from writing anything about reboots in the release notes. Not everyone reads them and adding a reboot note only adds more text...

Rule of thumb: If the announcement includes "o src:" components there will be a reboot.

Workaround: You can always "lock" your base and kernel and do the upgrade, unlock when you are ready and pick up the kernel as well, but that may cause incompatibilities between core and operating system in the worst case.

Further notes: both the console and the GUI will tell you if a reboot is necessary making the release notes hint superfluous in my opinion. ;)

Cheers,
Franco

PS: The answer for 19.1.1 using the "rule of thumb" is a "no". :)

Whoops my bad. I was under the impression it was mentioned in the changelog.
Maybe it was in the beginning? Doesn't really matter.

Sometimes it was, but it's easily forgotten... we have a lot of changelogs. ;)
