It is set by the FreeBSD kernel based on the module that supports the hardware https://docs.freebsd.org/en/books/handbook/network/ under 7.2.1

The 'optN' interface identifiers are internal to OPNsense (as opposed to the device names, which are assigned by the OS/device drivers). I don't think there's any way to change the interface identifiers other than to download (backup) your configuration XML, edit it, and upload (restore) it.
