I'm assuming I can switch from business to public on an existing installation and later on October back to business, correct?

I don't know why you would want to do that. 24.7 is so new, don't you want to stay on the downstreamed release engineered stable business version?

Why you would want to move to community aside, you can move a 24.4 install to 24.1 and then upgrade to 24.7. You cannot, however, return to 24.4 from there and have to wait for 24.10 to be released.
