HAProxy Service

I have noticed the HAProxy service goes down and does cannot start when there are Public Services with listening addresses for interfaces that are down. In my particular case the interface is a PPPoE which is down thus causing the HAProxy service to go down. If I disable the Public Services that are listening on the downed interface the HAProxy service comes up. The only log states /usr/local/etc/rc.d/haproxy: WARNING: failed to start haproxy.

Is this normal working behavior?
