WebGUI not working after power outage / factory reset & recovery

Hi,
Hoping you can help. I had a power outage that killed my configuration.
I've reset it to defaults, and then recovered a backup.
The OPNSense box is now routing again, and I can get access via the local machine, but when I login to the webgui it accepts the password but just immediately returns me to the login page.
Have tried two browsers, and resetting webgui from the shell with 'configctl webgui restart renew'
When I do a factory reset, the webgui works fine until I import the backup config.
After restoring the backup config, it lets me login once but the only menu options I have available are the lobby and logout. This is with the root user.
Any clues as to either create a new user from Shell to let me login (does this appear to be a permissions issue?)
or any other ideas?

Hi,
were you able to find a solution? I have the same problem and did exactly what you did.
The firewall is running, but I can't log on to the WebGUI.
