23.7.8 High cpu usage

Anyone else experiencing constant high cpu usage after updating to 23.7.8? 
my HP T620 Plus use to show load of 0.20, 0.35, 0.56  on average. Since the 23.7.8 update I am noticing 1.15, 1.22, 1.19
CPU bar in dashboard is staying greater than 25%.  It use to spike to 25% and drop to zero.

I have made no change before or after the update.
