Default gateway down, secondary not picking up, no VPN on any wan connection????

On a firewall with 3 WANS. Is this right? The default gateway pings because it is a router, but is not connected (pppoe issues). Why does the secondary not kick in, and also I can see that the secondary is connected, but I am unable to VPN to the firewall. All this does not seem quite correct.
