Problema de acceso a pagina gubernamental

buenas tengo un problema de acceso a esta web http://www.cne.gob.ve/ por el proxy, sino hay regla firewall de redirección al proxy o configuración proxy en el explorador si accede, el error que me da es el siguiente:
