IPv6 link local addresses not working

Just set up OPNsense and trying to get IPV6 working. I'm not yet an expert on ipv6.

I was previously using a Netgear router and was able to use either my ipv6 address:
[2600:nnnn:nnnn:nnnn:e654:e8ff:fe11:93c9]
or the link local address:
[fe80::e654:e8ff:fe11:93c9]
to access the router and other devices on on my LAN. Now only the full ipv6 address works. In Interfaces>Overview>LAN I do see both assigned but for some reason I can't access the web interface using the link local. Same thing for my Ubuntu machine. Is this expected? As I understand, the routing prefix part of the ipv6 address can change but the fe80 link local does not.

Looks like everything is actually working as expected. On linux I needed to add %+interface name to be able to ping the link local address. And the link local address does not work from my laptop but does work everywhere else.

Scope is mandatory for link-local.
