trying to disable flow control - /boot/loader.conf.local

I am trying to disable flow control on NICs.

It does not matter if set it to

/boot/loader.conf.local
dev.ix.0.fc=0

when rebooted it sets itself to "3"
(also regardless of "Tunables settings" in GUI).
