With the move to FreeBSD 13, it's not quite so simple to revert application or kernel to a previous version as there clearly aren't packages for FreeBSD:13:amd64 in the repo. Is there a way to avoid performing a new install, or am I stuck (with a reinstall and reimport of config)?
I seem to have more problems than I want after upgrading from 21.7 to 22.1 including port forward that doesn't work (I've deleted and recreated the rules) as well as a passthrough VPN that no longer works. I'd rather not invest more time in these problems beyond deleting and recreating rules, which did the trick in the past. I'm hoping that I can get along on 21.7 while 22 works out the kinks.

Well, in typical fashion, the problems with port forwarding and the VPN were me. I had inadvertently introduced some nat rules to my home server's ipfw while playing with cbsd approximate the same time as the opnsense upgrade. I suppose the question still stands, but hey.

The best bet for hardware is to use ZFS with boot environment to be able to roll back. For UFS only a reinstall (import config followed by reinstall) can downgrade the system. The major OS upgrades provide backwards compatibility but once you have the latest software on it you can't run an older OS with it for kernel API change and missing library feature reasons.
