Since the update any logs on the system seem to include the time offset for the region that I live in (MST). I'm not sure if this was intended or not so I figured that I'd post as an FYI in case it's unintended.

Yes, there always was a difference between timestamps for circular logging and regular logging. Since circular logging is no longer available the regular logging timestamp is now used.
In the last years, however, nobody noticed or cared much about the difference and in coding terms this is only cosmetics as opposed to bugs stemming from it.
