cron - what is "Reconfigure a plugin facility" doing?

the cron docs are not so clear about it - so what is "Reconfigure a plugin facility" doing?

Is it related to the action_X <configctl> commands?
If yes, then how?

Yes, but maybe not like you think  :)

It writes the command `configctl plugins` to cron.
It needs parameters - but I haven't found something useful for those until now.
