Installer panics on Via ITX board

I'm trying to install the VGA image of 20.7 on a VIA EPIA-M290-16QE.
Ubuntu and Xubuntu install on it and run, and Memtest+ reports that the RAM is healthy.
Are there any known issues with 20.7 on VIA hardware or with VIA CPUs?

does the VIA CPU have x64?

Yes - it's a VIA Eden X4, a quad-thread 64-bit, CPU.
I bought the 64-bit board to replace the previous VIA ITX 32-bit motherboard which had a single threaded C7 CPU.
The 32-bit versions of OPNSense have worked flawlessly on the previous board, so I was quite surprised when the 64-bit version failed out of the gate on the new board.
