Does anyone enable these options and if yes what kind of hit does it take on the memory installed? I have 8 gig but can go to 16 gig if it makes sense.

Unless you use squid cache the memory requirement is minimal (definitely under 1GB).
Here's my home system usage...
5% /var [tmpfs] (495M/10G)
0% /tmp [tmpfs] (584K/9.7G)

At some point I will use Squid...does it get really large and should I consider an 8 gig upgrade?

It's worth a try without the RAM upgrade. You can always upgrade later on.
