Ipsec mobile vpn with external Radius (Also posted job on Upwork)

Getting the "The error code returned on failure is 13801" error.

Local Freeradius?

No.  Remote Radius server.  Active Directory.  Server test works.

Can you try with local Freeradius to test if it's related to Radius or IPsec

Yes I will try.  I had to switch back to pfsense because it works without issue.  I will spin up a test system and try again.  Real bummer as this prevents me from moving like 20 clients away from pfsense until this gets resolved.
