Group Rights - SSH Tunnel

I'd like to create a group for openvpn access.
But if I create the group i only see "GUI" Rights. What rights do I have to give that the groups gains only OpenVPN Connection rights?

ah.. I think the right way is on the tunnel - enforce local group, and then use the created group.
And in the group rights, no rights are given.
