ISP with two HSRP link (active/passive)

Hi

I have a problem with the following setup given my the provider.

The ISP provides two HSRP links via Fiber, where we can use actively one. The ISP forces us to have both links in the same layer 2 domain. Their HSRP setup start flapping when we plug each of the link in firewall 1 and 2.

So a different setup came in our minds: By using Switches between the ISP and the firewalls. Will the setup be working? My question is whether an simple link between those switches will enough or not? And do you have a recommendation for the switches?
