What's valve network?
The moment you connect any system to the Internet via IPv4 it will get flooded with arbitrary packets from all over the world. OPNsense by default blocks everything on WAN that you did not explicitly allow.
If there is a problem, please describe in more detail what does not work as expected.

its blocking valve.net which is a expected network that i should see pass on my network because of steam and my kids playing games. i am trying to find out why it blocking it.
Valve is a video game developer, publisher, and digital distribution company. It is the developer of the software distribution platform Steam and the franchises Half-Life, Counter-Strike, and more.

If something needs
unsolicited
incoming connections to work, then it can either use UPnP (there is a plugin for this), or document the requirements so that the firewall can be set up properly. Incoming WAN connections are blocked by default like on any other sane firewall, otherwise it'd be completely useless.

So the internal client machines are connected to your LAN and you have the default "allow *" rule for outbound connections in place?
If not, what are your outbound firewall rules?
Do the games work or are there issues with disconneting devices or similar?
Is there some documentation by Valve about inbound connections or the need of UPnP? Note that UPnP is considered a security risk because it allows client devices to open ports without control of the firewall.
If the games work the blocked pakets are possibly just out of state connections and can be ignored.
