configuring firewall takes verry long boot

During booting "configuring firewall" show up in the Console several Times, and it takes up to 15 min to Boot. Its a new Device "DEC2752" i have about 20 Firewall Rules, IPS is disabled, only one Interface is in Use,  36 IPsec Tunnels are active, any suggestions how to avoid this long boot Time?
