Can Wireless Gateway Be Used For Connecting To Cell Phone As Backup?

Okay,

Maybe this is far fetched, but I was wondering if it could even be a thing?

I have a wireless device on the system which is currently unused (ENC0).  I was wondering if it is possible to use that device to assign another gateway, and use that gateway to connect to a hotspot on a spare cell phone as a backup internet if the primary goes down?

If that is something that is even possible, I'd appreciate suggestions about how you might recommend setting it up?  Is this even possible?
