HA and VPN connections

Which IP address has to be configured as endpoint for the VPN tunnel? The CARP Virtual IP or the interface IP? I assume the CARP Virtual IP, because the tunnel should survive the failover. But I am not sure.

Perhaps OpenVPN and IPsec works differ.
