Reloading all services from VT hangs

Hi.
OPNsense 23.7.6-amd64. I have a very minimal system; The only plugin I have installed is a dark theme. I am quite new.
As the title suggests, reloading using option 11 from virtual console hangs at this point:

Console will stay here indefinitely.
What I have tried:
Rebooting, deleting /var/run/flowd.pid and flowd_aggregate.pid from command line, resetting RRD and NetFlow data from web GUI, unticking Round-Robin-Database.

Restarting netflow manually seems ok:

EDIT: after unticking capture local under Reporting:netflow, it now hangs at

I seem to recall normal behavior returning to the console menu after performing a service reload.
