"The system is currently booting" banner

After update to 23.1.1 I see yellow banner in the Lobby/Dashboard:
"The system is currently booting. Not all services have been started yet."
Even after an hour of starting. The same after reboot.

har to say what the prb is, get a monitor hocked up and check what system says there
