PSK Issue when trying to setup IPSEC using PSK

I have configured a VPN IPsec Tunnel setting with Phase 1 Authentication : Mutual PSK+Xauth.

You need to configure a PSK under the Tunnel configuration
When the User PSK is different then the fixed PSK under the Tunnel configuration , connection will fail.

Is it possible to use the User PSK instead of the Fixed PSK or is it mandatory to have  the user psk to be the same as the psk configured under the tunnel configuration (then i dont understand why you are able to set a PSK under the user account ).
