Question to prioritize applications

The Prioritize Applications (Weighted) using Queues example uses two queues, one with a weight of 9 and the other with a weight of 1.

Can that also be configured with 90 and 10, or are 9 and 1 used because a total of 10 Mbit is configured? So that would mean that at 100 Mbit I would be wrong with 9 and 1?
