plugins menu location

IMHO, the location of the plugins item is very counterintuitive. It's hidden in a tab of the firmware update menu and yesterday I lost a lot of time trying to find it.  I think the increasing number of available plugins warrants its own item, eg. in System -> Firmware -> Plugins, or maybe even System -> Plugins.

Plugins need more exposure, but they are also so deeply tied into the way normal packages work that they can't be moved to a separate page without cloning a lot of GUI, which means refactoring the code in order to keep it maintainable.

We're nearing 16.7 Release Candidate state and with further firmware updates still pending this will be an item on our way to 17.1. :)
