DHCP Server Options not working

I'm trying to set up a VoIP system which requires a TFTP server to be handed out by DHCP.  No matter what i've tried, I cannot get the OPNsense DHCP server to actually hand out TFTP / Option 66.  I've tried using the "TFTP Server" section as well as the "Additional Options" section and using option 66.  In either case, when looking at DHCP traffic via wireshark, I do not see option 66.  I feel like i'm missing something small an insignificant.  Does anyone have any pointers?
