Slow speeds from router, normal through router

I have an interesting situation, not sure if anyone has seen this before and my searching has come up empty.  Anytime I try to run a speedtest from the router itself (CLI) or download firmware updates, it is TERRIBLY slow.  On the order of 10KB/sec.  Running traffic through the router from a client can max out the connection (400mbit).

I'm not even sure where to look as the speeds make no sense to me at all.  Has anyone seen this, any thoughts on what might be causing it?  The server itself is xeon-d based with Intel NICs, and as I mentioned traffic going through it is fast, so I don't think it's anything hardware related.
