All services were working under 20.7.8.  After upgrading to 21.1, multiple services are not starting after reboot.  Have rebooted multiple times, waited for booting to complete (waited 20 mins.) with service not starting.

flowd_aggregate
samplicate
squid
suricata
syslog-ng

Can anyone help out?

Update Resolution:

After hours of testing; reinstalling os, changing settings. Squid is the cause.  I'm guessing the order of starting the services has squid before the other services.  And as Squid was taking time to change ownership of folders, all the other processes were still queued waiting to be processed.

Under some circumstances startup of squid takes very long time. Maybe it's related to https://forum.opnsense.org/index.php?topic=20307.0
OPNsense 24.7.11_2-amd64

Try disabling blacklists in squid, they make startup of squid slow, and require lots of memory. This may not be a problem on server hardware, but it is quite taxing to network appliances and such.
In theory there is no difference between theory and practice. In practice there is.

Thanks for the tips, I have confirmed squid was the issue.  The large set of directories and sub-directories was so large, it cause what appeared to be latency in the startup process.  In actuality, it was squid taking ownership of all the files during each boot.  Until squid had completed the directory change, it had paused the remaining startup process.
